At last night’s meeting, the City Council directed staff to return with an operating and funding plan that will offer our residents with stronger enforcement when it comes to unruly Short-Term Vacation Rentals (STVRs).
With the COVID-19 pandemic, STVR guests are choosing home rentals as welcomed escapes from their everyday lives and the ability to interact with a small group of people without the need to social distance from strangers as you would in a hotel setting. Families can enjoy swimming pools, spas, and barbeques on their own terms. However, this change has caused noise and other complaints to shift from pre-COVID times of late-night partying to now common noise occurrences throughout the day.
The City Council requested staff to look at options that will afford near round-the-clock enforcement, possibly with community service officers, that can quickly respond to noise and other STVR complaints, certify the violation, and promptly issue citations, if warranted. Staff will return to the city council at a future meeting with updated operational information along with cost measures needed in order to fully implement these enforcement measures.
