City of Cathedral City’s Five-Year Strategic Plan with 2025 Updates Now Available to Review on Discover Homepage

The City of Cathedral City has approved an amended Five-Year Strategic Plan following a collaborative workshop between City Council and staff. The updated plan, which was approved at the March 26, 2025, City Council meeting, builds upon previous strategic initiatives while incorporating new priorities to address evolving community needs.

On January 25, 2025, the City’s leadership team and City Council came together for a strategic planning workshop to review and revise the City’s Five-Year Strategic Plan. The amended plan was officially approved at the March 26, 2025, City Council meeting, representing the latest update since the plan’s previous revision in 2024.

The amended plan continues to be organized around six core goals:

  • Goal A: Serve the Community with Pride and Dedication
  • Goal B: Community Investment
  • Goal C: Fiscal Stability and Sustainability
  • Goal D: Innovation
  • Goal E: Safety
  • Goal F: Embracing, Inclusive Community

During the workshop, the City Council identified several new initiatives across these goal areas. Highlights include:

Community Investment initiatives focus on infrastructure improvements and public amenities, including:

  • Continuing work on septic to sewer grant initiatives, including the Sarah area
  • Completing the design and seeking funding for downtown dog park and pickleball courts
  • Supporting development of an improved transit hub
  • Conducting site and cost analysis for a community recreation center
  • Completing planned flooding control infrastructure projects

Safety priorities include:

  • Researching regulations for E-bikes and motorized vehicles on pedestrian sidewalks
  • Scheduling community meetings with Police in mobile home gated communities
  • Reviewing animal control contract options
  • Enhancing event safety planning and protocols

The Embracing Inclusive Community goal features initiatives to enhance quality of life, including:

  • Exploring options for shielding trash containers
  • Reviewing cannabis-related ordinances and policies
  • Supporting childcare accessibility
  • Implementing a grants program for business façade improvements
  • Organizing a community health fair
  • Exploring street sweeping enforcement options

For ease in updating, the Strategic Plan has been reformatted with completed tasks moved to a new section. The initiatives outlined in the amended plan will be considered as part of the FY 2025/26 and FY 2026/27 budget planning process.

As with previous years, the Strategic Plan will not remain a static document. It will continue to be reviewed, updated, and revised annually to reflect City Council priorities, evolving community needs, technological advancements, and emerging legal and regulatory requirements.

The City’s Executive Management Team appreciates the leadership and support provided by the Mayor and City Council which allowed staff to engage in a very inclusive and thoughtful process for continued updates to the City’s 5-Year Strategic Plan and its development.
