The City of Cathedral City’s Short-Term Vacation Rental (STVR) Program sent a memo out this week to all STVR Owners of properties whose permits will terminate on Jan. 1, 2023.
This notice serves as a reminder that all Short-Term Vacation Rental (STVR) permits, other than legally permitted Home Shares or STVR properties located in a common interest development (HOA) in the RR (Resort Residential) zone that allows STVRs, must cease operation on Jan. 1, 2023. These STVRs are referred to as Phase Out Properties.
Specifically, CCMC 5.96.035 (D) reads:
(D) Termination of Existing Permits. Effective on January 1, 2023, all existing STVR Permits previously issued by the City shall terminate; and permittees shall discontinue the use of any property for a Short-Term Vacation Rental, and shall not advertise, offer to rent, or rent property for a Short-Term Vacation Rental, unless expressly excepted above.
Be advised that Cathedral City has a zero-tolerance policy. Any Phase Out Property found to be in operation, which includes any advertising, bookings, or rental occupancy, on and/or after Jan. 1, 2023, will be deemed an unpermitted STVR and subject to citation and a minimum $5,000 fine.
However, as a courtesy, guests will be allowed to check out by 11:00 am on January 1, 2023. Any Short-Term rental occupancy after 11:00 am on January 1, 2023, will be deemed operation of an unpermitted STVR subject to the citation and fines.
Please send questions to STVRProgram@cathedralcity.gov. If a citizen has a complaint regarding the condition, operation or conduct of occupants (guests), the City has a Vacation Rental HOTLINE for citizens to register complaints, such as property registration, noise, occupancy, parking, and/or trash. The number is (760) 553-1031.
